PATS & foolishness

1999 Grand marquis, tried to start with a duplicate key.

Now the car is a paperweight.  From what I can tell, the PATS disrupts both fuel & starter.

Is a tow to the dealer in my future, or is there some  kind of voodoo magic or reset procedure I can do?

If you have a programmed transponder key somewhere it will start with that. If not, then things get more complex. A dealer will require you to prove ownership of the vehicle before assisting you with this, so be sure to bring the title or registration and your ID. The dealership only has access to the cut profile for the last 10 model years, so you will need to bring the duplicate key for them to duplicate. The key itself is about $30 plus about $70 to have them program it... Plus whatever a tow costs. Many mobile lock smiths have the ability to program these too, so you may want to compare their service charge to a towing charge to see which one is cheaper.
