It really depends on what is wrong with the horn. For starters you will want to check your owners manual for the location of the horn fuse.
If the fuse for the horn is okay I'd say run and extension cable (+ and -) and energize the horns to see if they work. If when putting power to the horns you find that they are nice and loud then I would suspect the switch on the wheel.
Here is a little video I found upon a quick search for C5 horn problem
It's best to check the first two easy things first before getting deep in the steering wheel.

Thanks Stellar. Good info. Running a jumper a good idea. It gradually dies off. Thought I would mess with the tone screw but can't find the darn horn! I'll watch the vid now. That and a leaky windshield washer tank is all that I am onto now. Did have a driver window actuator go. Not bad for owning it 4 years. I have about 46K on it
Thanks Man, awesome video. I'm on it. No wonder I could not find it. Went to buy a horn at Chevy one time. Told them C5. Came up with a C5 truck horn. I said NO a Vette. Looked it up said same horn. Yeah right!
Actually a good Chevy dealer though. Cept eveyone wants to drive the Vette. They even called me trying to buy it. Sales lady is hot as heck though, on TV.
